pdfmark macros/pdfroff removed from groff-1.24

[Louis Guillaume <louis%zabrico.com@localhost>]

Apparently the pdfmark macros have been removed from the regular groff
distribution in version 1.24. This includes "pdfroff".

That is now maintained as an auxiliary and the macros and tools seem to
work fine when installed directly.

Can we add this very useful auxiliary package as a PKG_OPTIONS.groff? Or
should it be a separate package?
