emacs binary dependencies broken

Installing binary packages for emacs29 on 10.2 and emacs30 on 11.0 fails.

The package depends on gcc14-libjit but actually ends up with a binary 
dependency on gcc14.
Error reported by pkg_add is:

pkg_add: emacs30-30.2nb19: missing required library: 
/usr/pkg/gcc14/lib/libgcc_s.so.1

If I install gcc14 then I can install the package.

Up until a month ago this workaround wasn't necessary.
