     Fix timeoffset parsing of negative offsets and timezone arguments.
     Accept the +1400 timezone offset.
     In hg, record full 40-hex hg node IDs as legacy IDs
     Add read-only swh importer for Software Heritage archive
     Abort loudly on missing done if feature done is declared.
