Test suite fixed for sqlite3

Hello,

I have fixed bugs in SQLite that prevented the test suite from running, mostly just finding paths and
libraries. If releng maintainers are interested, I suggest 'make quicktest' might be worth running in your CI
which takes a minute or so on a fast machine for ~300k tests. To be quite clear, pristine SQLite builds on
NetBSD and has done for years, my comments here only relate to the test suite, which is one of SQLite's strong
points.

>From the point of view of SQLite, it would be great to have the arch coverage increased if you're up for it.
