If you were to build the upstrem code, not using pkgsrc, following their
instructions, would the bug be present?  If so the bug is in upstream,
and the right first step is to open a bug report/fix upstream.

A reasonable additional step is to create patches/patch-whatever for
pkgsrc, with a good comment and upstream reference.   That can be in a
NetBSD PR, or you can copy the package to wip and add it there.
