For the ndevd (-> libudev-bsd -> chromium) dependency issue:
ndevd appears to be present in the 2026Q1 binary repository,
does 'pkgin se ndevd' show anything for you?
Maybe this is a mirror sync issue?

As a workaround, you can also build and install ndevd manually from pkgsrc;
afterwards pkgin should be able to install libudev-bsd and chromium normally.
