I've just had the same failure on NetBSD-10/amd64 (10.1_STABLE).  This is
the same build host, but running from local disk and has been running this
way since 10.0_STABLE.  (As it's my primary build host, I don't update to
the next version until it hits XX.Y_STABLE.)

This reminds me of one of the old "gobject-introspection" problems where
there was no problem until "gvfs" was installed, then the problem started.
Once "gvfs" was removed, the problem went away again.

The second host running 11.0_RC2/amd64 that successfully built
"py313-pybind11" has far fewer packages installed (including the various
"py313-foo") so had to build a number of prerequisites before getting to
"py313-bybind11".

If "py313-numpy" (math/py-numpy) is installed, "devel/py-pybind11" fails
to build.  When "py313-numpy" is removed, building "devel/py-pybind11"
succeeds.

"py313-numpy" was installed on the build host as it is a dependency of
"graphics/inkscape".  The second host does not have "inkscape" installed
(nor in fact any of the Xorg sets), so "py-numpy" was never installed
and was not among the prerequisites built leading up to "py-pybind11".
