I see what the difference is! see below.

In my case, this test succeeds, so the build tries to recurse into the 
'gettext_xs' subdirectory. For some reason however, there is no 
gettext_xs/Makefile.

Do we want the xs version? It seems like a bug that compilation of the 
test program fails on NetBSD. Otherwise, we could also rip out the xs 
logic completely.
