I have reverted the package to v3.17.3, and added a note not to upgrade 
without verifying the software is functional.

I think that is generally fine, except

- we are close to a branch
- this was a major version number bump

which should have prompted a request for go-ahead on pkgsrc-users@. 
Instead, we saw what feels like a drive-by commit.
