On a NetBSD 9 RPI3, I did cvs up -A in lang/rust*, and then in rust-bin,
make package replace clean:

  real    12m41.959s
  user    7m12.615s
  sys     0m57.709s

and then same in cargo-c:

  but it started to build llvm 18 and I don't want to deal with that
  right now

so I replaced in graphics/libimagequant, which succeeded:

  real    4m27.672s
  user    5m59.979s
  sys     0m24.256s

and thus I think it is adequately safe to drop the 176 accomodation,
replacing it with defaulting to RUST_TYPE=bin.
