I'm not convinced this is true. For example if an older binary package of the dependency is still lying around in PACKAGES, coupled with pkg_add's behaviour to automatically pull in dependencies.
It _might_ be true, but there's no way I'm going to claim with 100% confidence that it is, there are just too many unknown unknowns, and
