pkgsrc frozen for 2025Q1

Hi all,

The tree is now frozen for 2025Q1. For the rules, please see gdt's rules
here: https://www.pkgsrc.org/quarterly/

When in doubt whether a change is OK, ask for permission on tech-pkg
(and preferably CC me).

If you have the compute capacity, please consider running a bulk build
and sending the report to pkgsrc-bulk%netbsd.org@localhost. We are currently
lacking bulk build reports for platforms aside from NetBSD/x86.

It's also possible and encouraged to do a smaller bulk build and report
it, for example of just meta-pkgs/bulk-small, which builds much fewer
packages, but any failures are still interesting.

If you are having trouble with running a bulk build, please reach out
via IRC liberachat #pkgsrc.
