[FLTK] Transition to branch 1.4

There are now update candidates in wip for all pkgsrc packages that
require FLTK 1.3 and have "pkgsrc-users" as MAINTAINER. 

If nobody has objections, the actions listed below are planned:
- Step 1: Provide FLTK 1.4 (sometimes next week)
  Remove "emulators/palmosemulator", the last package based on FLTK 1.1.
  Update "x11/fltk" with "wip/fltk14-devel".
- Step 2: Wait for feedback
  Update packages that were tested to work with FLTK 1.4 by at least
  one person.
  I have already tested "wip/flnews-devel", "wip/dillo-devel" and
  "wip/pinentry-fltk".
- Step 3: Wait for maintainers and/or upstreams to support FLTK 1.4
  Packages like "ham/fldigi" need more work.
- Step 4: Decision what to do with packages that nodody take care of
  Either remove, update without test or move to wip (it should be
  possible to port them to FLTK 1.4 in the future).
- Step 5: Clean up
  Remove "x11/ede", the last package based on "x11/efltk".
  Remove "x11/efltk".
  Move "x11/fltk13" to wip if no package use it anymore.
  Point remaining wip packages to "wip/fltk13" instead of "x11/fltk13".
