Above command works if I set LANG=en_US.UTF-8.

But launching "LANG=en_US.UTF-8 make" does not seem to pass that to the 
above command.

Setting MAKE_ENV (and other *_ENV) variables in package Makefile also does

Firstly, I am not sure if it is a good idea to tinker with the environment
like this. But if that is the only way, what is a systematic way for the
locale variables to reach the respective command?
