This in scons4/build.mk gets me going. But if it is not standardized I
don't know what the solution should be.

-_SCONS_BUILD_ARGS+=    PREFIX=${PREFIX}
+_SCONS_BUILD_ARGS+=    prefix=${PREFIX}
