Shouldn't devel/yosys be cad/yosys

yosys is a Verilog HDL synthesis tool. Other software of this kind, ghdl
for example, is categorized as cad. Wonder if yosys should have been
categorized as cad rather than devel.

In FreeBSD ports it's categorized as cad.
