I didn't think of BT, which has ~recently gotten a lot better.

It seems that if you chase the dependency tree it's

py-sphinx
py-requests
py-cryptography
rust

which is a mess because building docs locally shouldn't need to fetch
things over https, and that shouldn't require gigabytes of an unportable
compiler.
