About to remove chat/sirc

chat/sirc seems to be unused by anyone, as running bin/sirc results in:

> exec: /path/to/nonexistent/.destdir/usr/pkg/bin/ssfe: not found

The upstream homepage is no longer active, the fallback homepage doesn't
exist, and there hasn't been an upstream update in the last 23 years.

If nobody objects, I'll remove the package in 7 days.
