I dropped some comments in TODO.wip.

I know you're having trouble running pkglint because of go bugs, from
reading that thread.  So I ran it in both mail/sendmail and
wip/sendmail818.  There is a lot of output in mail/sendmail, and
eyeballing `diff -u` I don't see anything additionally flagged in wip.
