No, this is often not needed. If the perl program just uses the command
line ffmpeg program, it is very likely that you can use ffmpeg4 or
ffmpeg5 instead.

Some command like options may have changed, of course, but a lot less
than the ffmpeg libraries have changed. Those are generally pretty
incompatible between major versions of ffmpeg.
