FreeBSD packages and pkgsrc are separate things, despite sharing
ancestry and goals.

It looks like py-openai is not yet in pkgsrc.  You could add it to wip;
url2pkg from pypi URL might work.

pip install openai

works just fine. Adding to pkgsrc should be trivial.
