gtk3 documentation

My previous note still hasn't appeared on the list...

Hopefully this one will catch up...

I see: the autoconf version had gtk-docs, so this is the first time that
meson's invocation of gtkdoc-scan happens. Maybe upstream doesn't have
gtk-doc building on by default as it causes issues?

I got a successful build by flipping the gtk-doc and man making off.
