Yes, that works. I do it regularly like this. Pbulk automatically 
recognizes which packages are already in the repository and does not 
rebuild them. However, the scan part of pbulk must be run every time 
after a change to the limited_list - this takes some time and takes up 
most of the time when adding one or two small packages.
