Basically, the boostrap toolkit does not contain this package, but it
contains pkgdb entry for the package. Same happens for perl etc.

The documentation advises not to use bootstrap toolkit on NetBSD. However
without doing so bulkbuild runs into pkg_add not found etc (described in
detail in my previous posts).
