I don't think that is at all appropriate here. This is not about recomended software, it is a suggestion "you may not have set up your machine the way you want and adding this package will override your choices to a way that somebody else thinks is good". And, it has really nothing to do with particular openssl-using packages; I see it kind of like "do you have a default route to the Internet".
