Generally speaking,
  PKG_DEVELOPER= yes
gives you more strict checking.

So the message in case with
  PKG_DEVELOPER= yes
is the better analysis in this situation.

(There is a possibility for this checking is fake,
but 99.9 % is better, I hope)

And I believe your change on wip side is correct.
