seamonkey & rust

So it seems seamonkey now also requires rust. (I had thought upstream
was planning to avoid that; but I guess either I was misinformed or
they decided they had no choice...)

Shouldn't we keep a copy of the pre-rust seamonkey for platforms where
rust isn't available? Some browser is probably better than no browser,
even if it's full of security holes.

(Also, why was this not mentioned in the changelog when the update was
committed? Seems like the headline change...)
