Yes, rust-bin is intended to be a drop-in replacement for lang/rust
that doesn't require the somewhat painful bootstrapping process (but
runs on less platforms, because upstream only publishes full binaries
for certain targets).

We ended up in a slightly strange situation - the rust update was
held back because an optional experimental program was failing to build.
When rust published the official binaries, they just excluded that
program.
