I want to know if you can build qgis from scratch on pkgsrc-head, and 8
and 9 both are great.

So update pkgsrc, pbulk or pkg_rr.   Specific chain of concern is:
  py-sip
  py-qt5
  py-qt5-qscintilla
  qgis
