I successfully built it by applying:
cvs rdiff -u -r1.136 -r1.137 pkgsrc/security/heimdal/Makefile

I assume that you meant "by applying in reverse". Therefore I have added
back the MAKE_JOBS_UNSAFE=no. I had removed it a few days ago because
heimdal built fine for me with MAKE_JOBS=7, therefore I thought it would
be outdated.

To prevent further confusion, I have added some details and rationale to
the definition of MAKE_JOBS_UNSAFE=no in the Makefile, as suggested by
"pkglint -Wall".
To clarify for posterity, I think you meant "MAKE_JOBS_SAFE".
