If you did a partial cvs update, then "don't do that".

If you did a full cvs update, then you either have to
  bulk build and replace
  pkg_rr -uv (and fix all issues)
  something equivalent

problems arising from having an installed tree out of sync with the
source tree are perhaps in some cases pkgsrc bugs, but my view is that
it's not really worth spending time debugging that.
