tex-latex-bin poppler buildlink missing?

Recently built and installed tex-latex-bin which gave the following error:

$ pdflatex
Shared object "libpoppler.so.77" not found


Upgrading web2c solved the problem. Does this mean tex-latex-bin or one of
its dependencies (which one?) is missing a buildlink to web2c?

BTW tex-latex-bin shows it is 2016 version. I think most others are
updated to 2018.

PKGNAME=        tex-${DISTNAME}-2016
