PYTHON_VERSION_DEFAULT is 27 on my system.  itstool is built with 27,
and gnumeric112 is also.  It's even marked incompatible with python
34 35 36 37.

The cs file definitely has non-ASCII characters, as it pretty clearly
seems it should.  They look like reasonable UTF-8.

Does it build for you?
