pkgsrc-2018Q2: devel/pango fails to configure



My environment is a pkg_comp1 chroot, with NetBSD 7.0 inside.
I use this to make sure all C++ programs are compiled with the same compiler:

PKGSRC_COMPILER=        gcc
GCC_REQD+=              4.9
USE_PKGSRC_GCC=         yes
USE_PKGSRC_GCC_RUNTIME= yes

When building devel/pango it fails in the configure stage as below.
It (falsely) claims it can find neither FONTCONFIG nor CAIRO.

This blocks 53 packages from my pkg_chk list, and who knows how many
intermediate libraries.
