p5-Module-Build weirdness

Hi!

On 8.99.6 (with subr_pool v1.208, otherwise from yesterday) I have
trouble building p5-Module-Build. It takes a long time and then
complains about forking problems. I tried setting MAKE_JOBS_SAFE=no
but that didn't help.
