OK, finally back to this...

c_rehash seems to indicate that it's looking for certs in an empty directory:

Linux sciprog2.ceas bacon ~ 402: (pkgsrc): c_rehash
Doing /home/bacon/Pkgsrc/pkg-2017Q1/etc/openssl/certs
Linux sciprog2.ceas bacon ~ 403: (pkgsrc): ls /home/bacon/Pkgsrc/pkg-2017Q1/etc/openssl/certs
Linux sciprog2.ceas bacon ~ 404: (pkgsrc):

I'm not seeing any packages that install anything there, so I'm guessing we simply need to make curl look elsewhere by default.
