netbsd-7 native-Xorg freetype incomplete? Breaks ghostscript-agpl-9.21

ghostscript-agpl-9.21 from pkgsrc-2017Q2 fails to build on netbsd-7
(i386, amd64 shows same underlying problem) due to missing:

  ftttdrv.h

The "/usr/X11R7/include/freetype2/ft2build.h" file defines
FT_TRUETYPE_DRIVER_H as "<ftttdrv.h>", but there is no such
header file under "/usr/include" or "/usr/X11R7/include".
