pbulk setup

I'm puzzled by:

# grep digest /usr/pbulk/etc/pbulk.conf
digest=/usr/pbulk/bin/digest
# file /usr/pbulk/bin/digest

checksum: ``/usr/pkg/bin/digest'' is missing

What have I missed?

(I can tinker by setting the DIGEST environment variable, but presumably
that isn't intended. Also, as this is NetBSD, I shouldn't need a bootstrap?)
