Circular dependency between pkgtools/x11-links and x11/Xfixes?

Hi,

In attempting to build print/web2c from pkgsrc HEAD (current as of today) 
on a macOS 10.12 system, I've run into what seems like a circular 
dependency between pkgtools/x11-links and x11/Xfixes. I'm not sure if this 
is caused by something odd in my setup (in particular something in 
mk.conf?). Logs are below.

FWIW, I have XQuartz 2.7.11 installed.

Any ideas?
