diskscrub

Since sys/dkio.h 1.21 we'll end up running the FreeBSD code in what
I intended to be the NetBSD case, so I propose to move the
DIOCGDISKINFO case before the DIOCGMEDIASIZE case in order to prefer
it.

(Just noticed because:

# size offset fstype [fsize bsize cpg/sgs]
 b:   4194304   6293504       swap                     # (Cyl.   6243*-  10404*)

scrub: scrubbing /dev/wd0b 160000000000 bytes (~149GB)

which is a little on the large side...)

While I am here, thoughts on changing the PKGNAME to diskscrub as opposed
to scrub?

PKGNAME=disk${DISTFILE}

Cheers,

Patrick
