Retirement of Ruby 1.8.7

Hi,

If no one object, I'll remove ruby18(-base) (Ruby 1.8.7) package from
pkgsrc before next branch (pkgsrc-2015Q1).

Currently, these packages are supported by ruby18 only and Cc'ed to
tech-pkg@ and MAINTAINER of these packages.

	www/ap-ruby

As for security/libprelude-ruby, updating security/libprelude to
latest release would be supported by ruby193.
