parallel/slurm

When run as root, slurmctld (parallel/slurm) fails to load with the following 
error:

[2014-03-06T20:54:30.010] pidfile not locked, assuming no running daemon
[2014-03-06T20:54:30.012] error: Configured MailProg is invalid
[2014-03-06T20:54:30.012] Job accounting information stored, but details not 
gathered
[2014-03-06T20:54:30.012] fatal: Incorrect permissions on state save loc: 
/var/spool

As a side note, is there an rc.d for slutmctld, slurmd and munged?
