Greetings,

I would like to update devel/scmcvs to 1.12.13 (feature release). The main 
reasons is the need to provide cvs on OS X platforms, since cvs is not 
distributed with Xcode 5 any more. My update would add support to 
case-insensitive file-systems on Darwin, to maintain compatibility with cvs 
distributed with Xcode 4.
