pkg_install.conf not read anymore?



With the freeze for pkgsrc-2013Q1 underway, I've updated to HEAD and
am updating my packages.

Lately, the machinery seems not to be reading the "/etc/pkg_install.conf"
file.  Invoking 'make show-var VARNAME=ACCEPTABLE_LICENSES' does not
show the additions I made.

Pulling the license additions into "/etc/mk.conf" works, but I rather
liked the separation of administrative policy from the configuration
of the build machinery.
