Pkgsrc HEAD in /usr/pkgsrc.

I cut & paste the file it want's from the error message to the ls command.  The 
file is there.  I suppose it could be a bad download BUT, I'd expect it to complain 
about the file contents not about it not being there (which is what it seems like 
it's doing).

I have the license line in /etc/mk.conf.

Where did I go wrong.

Do you have sun-jre-jce option in mk.conf?
If so,  you must also download the following file:
  Java Cryptography Extension (JCE) Unlimited Strength Jurisdiction Policy 
Files 6
  (jce_policy-6.zip)
