In your case "make update" somehow runs "package" target instead of
"package-install" or "install". On freshly bootstrapped pkgsrc-current
I cannot reproduce the problem. Please show what does the folllowing
command output

  make show-vars VARNAMES='UPDATE_TARGET USE_DESTDIR'

and show your mk.conf.
