I've done so by adding 

BUILD_DIRS+=            src/backend/replication/libpqwalreceiver

Done by 
${PG_SUBPREFIX}lib/postgresql/libpqwalreceiver.la

Unfortunately it still doesn't copy libpqwalreceiver.so to 
/usr/pkg/lib/postgresql, although it is compiled and placed in 
/var/build/databases..../src/backend/replication/libpqwalreceiver/.libs/
some of the libs are labeled liblibpqwalarchiver instead of libpqwalarchiver. 

After renaming them and copying manually to /usr/pkg/lib/postgresql the 
hotstandby works :-)

I hope this information can help you somehow to fix the pkgsrc-pgsql90.
