I am guessing xsltproc is using the wrong catalog, like /etc/x11/catalog 
instead of /usr/pkg/etc/x11/catalog

I wonder if the XML_CATALOG_FILES needs to be set in the build 
environment, like:

MAKE_ENV+=      XML_CATALOG_FILES=${XML_DEFAULT_CATALOG}

(untested)
