Yes. Currently, there is a TeX Live meta package for basic TeX (without LaTeX), 
print/tex-collection-basic. I plan to import other, more useful meta packages 
as well, once their dependencies are all replaced with TeX Live.

TeX Live includes some tools from teTeX (print/texlive-tetex.
