Update of graphics/jpeg

Hi all,

I've tried to update graphics/jpeg - but I'm not very familiar with GNU
autotools, so I please someone to take a look if it's reasonable.
This is tested on NetBSD-CURRENT and FreeBSD7-STABLE and works on both.

Any feedback is welcome.

Jens
